some thought on quality
A lot of people seem to think that God was the first quality professional, and that those who have followed him in the business of judging what is good and what is not good do so by divine right. they know that there are two kinds of people, the good and the bad. and that the good get to decide which is which. the purpose of having an independent objective quality department is to get away from this kind of thinking to limit such choices to those who have nothing to gain from the decision
Quality organization is not very complicated, but establishing a good quality operation can be. If something is easy to understand and makes sense, and yet isn\'t always done, there has to be a reason for not doing it. There are two possibilities (1) Management doen\'t trust anyone else to make the decisions about quality. (2) Management dosen\'t understand the value of a good quality operation
I prefer to think that the second is the the usual one. Certainl Companies Who have given the subject some though get along well with their quality departments.
speaking about giving the quality business some though, I feel it is time to discard a lot of useless appendages that have made quality management difficult to understand. The word \"quality\" is Good enough to stand by itself. We should eliminate \"control\" ,\"assurance\" and other modifiers that too often accompany it. these identify relatively in significant and minute difference in approach

ORGANIZATION
Quality operation should always report at the same level as those departments they are charged with evaluating. Thus they cannot be bossed by engineering, marketing, manufacturing, adminstration, and so forth. But more than that, the quality manager must have access, on an ordinary basis, to the thought leaders of the company. The quality manager must be the type of person who can fit into their business circles comfortably. The most valuable action the quality manager can take for the company involve preventing problems by heading them off and by advising restraint or redirection at the proper time. It is not impossible to put this sort of things on an organization chart, and in fact it is not really possible to direct it. That is why there is a chapter on management style at the end od Part One. Every successful quality program I ever saw was headed by an individual who knew how to communicate with even discipline, management groups without antagonizing the. Successful quality manager know that the way to make people quality conscious is to make them comfortable with the concepts of quality, and show them comfortable with the how to recognize what the can recetive from loyalty to the concept. That art must be practiced in most funcation, But quality is unique in that all the successes as well as failures are caused by people in other operations. The product or service is quality because of other people\'s fingers and minds, and the quality managers must be able to work with those people in order to handle the function properly
The difficult jobs of managerment are generally considered those having to do with those profit and loss of money, and responsibility for same. Headhunters look for operatiing people who \"turn companies around ,\" and who maximize profit. And of course there are people who do these things. There are also people who do the opposite.
